House Harclay is one of the northern mountain clans in the north. They live in the hills to the north of the wolfswood.[1]
According to semi-canon sources, they blazon their shield with three blue moons, waxing, full, waning, on a white bend, on blue.[2]

A Clash of Kings
Ronnel Harclay is a ranger of the Night's Watch and is part of the great ranging that sets out to fight Mance Rayder and look for Benjen Stark.
A Storm of Swords
After the fight at the Fist, Ronnel is among the remaining man who retreat to Craster's Keep. He commands the rangers after the death of Thoren Smallwood.[3]
Maester Aemon sends a raven to House Harclay in a plea for help to defend Castle Black from wildlings.
A Dance with Dragons
Stannis Baratheon travels to the northern mountains,[4] gaining the mountain clans[5] for his fight by Deepwood Motte[6] and march on Winterfell.[7]
